DIRECTOR OF CLINICAL OPERATIONS

READING, PA · Healthcare
  • Participates in the integration, coordination and direction of clinical operations and financial performance that promotes fiscal responsibility, safety and quality of nursing services.
  • Responsible for business operations, developing strategies using sound human resource and financial management principles and techniques to guide the provision of nursing services in accordance with organizational mission, vision and regulatory requirements.
  • Responsible for maintenance of productivity, the Director of Clinical Operations oversees the day-to-day operations to achieve productivity targets.
  • Areas of direct responsibility include Nursing Supervisors, Float/PRN Pool, Staffing Office and Nursing Informatics. Reports directly to the VP and Chief Nursing Officer.
  • Provides leadership (accountability) to the Nursing Department for fiscal management of the department.
  • Assures financial accountability for annual operating and capital expenditures and budgets.
  • Utilizes financial data to effectively manage the department operating, capital and FTE resource management.
  • In collaboration with the Department Directors, is responsible for the preparation of capital, operational and FTE budgets.
  • Reviews and analyzes department activities, costs and operations to determine department progress toward stated goals and objectives.
  • Monitors department expenditures and assists department managers in justifying or correcting variances.
  • Actively participates in cost management initiatives, identifying areas of inefficiencies or waste and provides suggestions for cost saving initiatives.
  • Analyzes data and prepares reports defining progress, adverse trends and appropriate recommendations relating to fiscal management.
  • Utilizes financial data to evaluate existing programs, develop alternative plans or formulate plans to develop new programs and services.
  • Coaches and mentors department leadership on financial matters to promote efficient operations and efficient use of resources in support of organizational goals.
  • Creatively works at solving problems by evaluating budgeted and non-budgeted approaches.
  • Considers short and long-term effects of decisions.
  • Continuously reviews productivity and efficiency of staff and implements changes where necessary.
  • Utilizes financial data to effectively manage the department operating budget, plan capital expenditures, and formulate a business plan for new programs or services.
  • Establishes performance measures, assesses and evaluates operations, and works with department management to assure efficient and effective delivery of services.
  • Oversees daily department operations in collaboration with the department leadership team, staff, and interdisciplinary stakeholders.
  • Assures the personnel, workplace, and technology resources necessary for the provision of safe, high quality patient and family care.
  • Advocates for additional, different, and/or new personnel, workplace, and technology resources necessitated by changes in the standard of care or scope of practice.
  • Evaluates the technology resources available for patient care, seeking staff input during the decision making and selection processes.
  • Collaborating with Human Resources, utilizes industry-leading practices to maintain low rates of nursing vacancy, turnover and controllable resignations.
  • Responsible for overseeing the retention and recruitment of staff for the Nursing Department.
  • Develops and implements innovative outcomes-driven recruitment and retention programs.
  • Develops strategies to meet or exceed yearly goals for vacancy and turnover rates.
  • Leads the development, implementation, and evaluation of nursing resource staffing programs to respond to department and organizational needs when acuity and volume fluctuate.
  • Assures appropriate staffing levels to achieve the highest possible level of service, quality, operational efficiency and performance.
  • Assures efficiencies in staffing and resource utilization by comparison with internal and external benchmarks as measured by productivity defined for areas of responsibility.
  • Identifies best practices for staffing and resource management and implements strategies for sustainable improvement.
  • Participates in the development and maintenance of Department master staffing plans, assuring there are sufficient appropriately qualified resources available deployed to meet patient care needs.
  • Assures necessary staffing is provided by monitoring, evaluating, and modifying staffing patterns utilizing national staffing guidelines and departmental staffing plans.
  • Participates in the development and performance management of staff.
  • Assures there are mechanisms in place to support clinical and service competency.
  • Addresses escalation of performance issues.
  • Serves as a resource to department leaders in addressing performance issues.
  • Utilizes performance management tools to improve practice.
  • Assures timely and relevant evaluation of staff.
  • Coaches and mentors. Promotes staff development.
  • Demonstrates behaviors which support excellence in customer service, patient safety, and professionalism.
  • Demonstrates accountability for personal and professional performance.

  • Assures fair and consistent application and development of policies and procedures.
Qualifications:

Education Requirements

Master's Degree
Doctorate (Or in process) preferred
Certification and Licensure

PA Registered Nurse License
Nurse Executive Advanced Certification (can be obtained after hire)
